Audit and Strategy Work
The Crime and Disorder Act 1998 introduced a new system for promoting multi-agency responses to crime and disorder and to build safer communities in all areas. The key provisions of the Act relating to crime and disorder reduction are:
- To undertake a crime and disorder audit involving other partners and the wider community in the process and to ensure that the strategy and its targets take account of the audit
- To draw up three year strategies to reduce crime and disorder in each area
- A general duty on local authorities to take account of the community safety implications of all their work with all policies, plans and budgets being considered in terms of the potential contribution to the reduction of crime and disorder (other partners are guided to consider such implications as well).
Audit
Rushmoor’s Crime and Disorder Audit (carried out in 2004) has included a comprehensive analysis of available data on crime, disorder, drugs and anti-social behaviour in the Borough together with an extensive consultation process with the local community. The results of the audit show that Rushmoor remains an area where overall crime is low when compared to national figures and those of the most similar partnership areas.
Partnership Plan
The Safer Rushmoor Partnership Plan envelops a three-year vision and is set out to allow the Partnership to tackle their short, medium and long-term priorities. The plan will be revised annually to reflect any new priorities emerging from the six monthly strategic assessments. The plan identifies the partnership’s expectations of its partners, what it hopes to deliver in the next three years, the resources available to do so and how performance will be managed.

Action Plans
The production of a Crime Audit and Strategy document every three years leads to targeted work undertaken by the Partnership in the form of yearly Action Plans. Actions will evolve during the strategy period as a result of the action being completed, updated data becoming available and new priorities being raised.

Strategy
Improving community safety is a key aim both nationally and locally. Rising concerns and awareness within the population have meant that expectations for a safe and crime free environment are higher than ever before. In this context it is important that, in Rushmoor, the Strategy delivers some measurable improvements to the quality of life of local people.
